Presentation of two Mayor's Meritorious Service Awards. Mayor Dennis Hooks and James Hotopp, Director of Water/Wastewater, and Engineering, presented awards to Kyle Capp and Chad Martin in the Water Department. Presentation of Recognized Yard Awards for October through December 2013. Recognized Yard Awards were presented to Charles & Eleonore Greenfield, 606 East 4th Street; Larry and Sherry Sills, 1024 Austin Court; and Mike and Wanda Barham, 207 West 5th Street. Other recipients for this quarter included Jay and Vickie Hurt, 601 W Columbia Street; and Doug and Judy Cormier, 165 Center Point Road.
Discuss and consider adoption of Ordinance 662-2014-07 banning smoking in enclosed areas of all restaurants in the City of Weatherford. City Manager Jerry Blaisdell stated that the draft ordinance prohibiting smoking in restaurants was provided to the Council at their last meeting. Mayor Hooks called for citizen comments on this item: Jennifer Beck spoke on behalf of Texas Health Harris Hospital Azle regarding grant funding they have to help assist restaurants and other businesses in becoming smokefree. Charles Bitters, Vapors West located at 1808 Santa Fe Drive, spoke about e-cigarettes, the misinformation surrounding them, and asked the Council to keep an open mind about them. Kay Kamm spoke on behalf of the Cancer Action Network, the advocacy affiliate of the American Cancer Society, in favor of a more comprehensive measure that protects all workers in the city. Bill Moylan, 206 Rentz Street, spoke in opposition. Joel Romo with the American Heart Association and Smoke-free Texas spoke in favor of a comprehensive no smoking ordinance, including bars, restaurants, and all businesses. Allen Warren, 601 State Street, spoke in opposition of banning e-cigarrettes and asked the Council to remove that section from the proposed ordinance. Waymon Hamilton and Craig Swancy voted in opposition. Consider and/or act upon approval of Resolution R2014-08 amending City of Weatherford Investment Policy. Dave Croff, Chief Financial Officer, presented this item. Following the January meeting where Council reviewed and adopted the City's Investment Policy, staff had further discussions with Ms. Wilder. Mr. Croff proposed the following language changes to the section regarding liquidity: “A review of the City's cash position after accounts payable and payroll checks have been produced will be conducted by the Finance Director and/or the Assistant Finance Director to determine the amount of cash to be held by the bank to meet the City's outstanding obligations. The stratified methodology to determine the amount of cash to be left in the bank will be outstanding accounts payable checks, payroll checks, and wires plus a tolerance of $200,000 dollars. Any excess cash being held in the various City funds will be transferred to one of the short term investment pools which the City participates in. This is to take advantage of interest rates being offered and adhere to good financial management principles. Consider approval of a request for a Preliminary Plat of Phase 1 of the Keg-1 Subdivision, located at 549 West B.B. Fielder Road, more generally described as being an approximately 11.118 acre tract in the A.T. Obenchain Survey A-1033, City of Weatherford, Parker County, Texas. Project CC 022514 Page 3 of 4 SBD2013-0027. Craig Farmer, Director of Planning and Development, presented this item. The Planning and Zoning Commission (PZC) approved this item at their meeting on February 12. On the motion of Waymon Hamilton, second by Craig Swancy, the Council voted unanimously to approve this preliminary plat. Motion carried 5 - 0.
Consider approval of a request for a Preliminary Plat of the Willard Thomas Addition, located in the Southeast corner of Front Street and North Denton Road, more generally described as being an approximately 34.81 acre tract in the Desiderio Dela Cruz Survey A-223, City of Weatherford, Parker County, Texas. Project SBD2014-0001. Mr. Farmer presented this item. The PZC approved this item at their meeting on February 12. On the motion of Waymon Hamilton, second by Jeff Robinson, the Council voted unanimously to approve the this item. Motion carried 5 - 0.
Consider approval of a request for a Final Plat of the Willard Thomas Addition, Lot 1, Block A, located in the Southeast corner of Front Street and North Denton Road, more generally described as being an approximately 2.69 acre tract in the Desiderio Dela Cruz Survey A-223, City of Weatherford, Parker County, Texas. Project SBD2014-0002. Mr. Farmer presented this item as well. The PZC approved this item at their meeting on February 12, including the following waiver. The applicant is dedicating the required rights-of-way along both roads, but requested a waiver on required improvements to the existing road abutting Lot 1 Block A on the Preliminary Plat. When the remainder of the property is developed, the roads will be required to meet the standards at that time.
