3.a: Consider a request for preliminary plat approval for University Hills Phases 3 and 4, being 97 residential lots on approximately 39.61 acres of land being generally located along Ric Williamson Memorial Highway, City of Weatherford, Parker County, Texas. SBDP-25-0010. Senior Planner Monica Johnson presented Items 3.a. through 3.c. together, for University Hills Phases 3 and 4, submitted by applicant 1845 Sunflower LLC. On the motion of John Hinton, second by Kathy Wylie, the Commission voted unanimously to recommend approval of the preliminary plat subject to all requirements of the Subdivision Ordinance and the following conditions: 1. Public improvements as shown are not approved and will be reviewed with the civil plans. 2. The HOA lot does not match between the Phase 3 preliminary and final plats. The preliminary plat shows separate Lots 12 and 13, while the final plat shows them combined. Correct this inconsistency. Phase 4 final plat shows 42 lots, Phase 3 shows 55 lots, but the preliminary plat indicates 100 total lots, which does not align. Correct the lot count inconsistency. 3. Multiple lot acreages differ between the preliminary and final plats. Update to match the final plat. 4. All horizontal bearings and distances shall have as their basis the State Plane Coordinate System, North American Datum 1983 (NAD 83), Texas North Central Zone 4202. Elevations shall [...]

3.b: Consider a request for final plat approval for University Hills Phase 3, being 55 residential lots on approximately 25.00 acres of land being generally located along Ric Williamson Memorial Highway, City of Weatherford, Parker County, Texas. SBD-25-0012. On the motion of John Hinton, second by Dr. Joshua Tarbay, the Commission voted unanimously to recommend approval of the final plat subject to all requirements of the Subdivision Ordinance and the following conditions: 1. The Owner’s Dedication block shall be updated to reflect the correct owner’s name and date. 2. An approved preliminary plat is required prior to the recording of the final plat. 3. All public improvements must be approved and accepted prior to recording of the final plat. 4. The dates on all signature blocks shall be revised accordingly. 5. Note 15 references wall easements as being located 10 feet off of the right-of-way, while Page 1 indicates 5 feet; this inconsistency shall be corrected. 6. HOA Lot 12, Block 16 does not match the preliminary plat and shall be revised for consistency. The motion carried 6 - 0.

3.c: Consider a request for final plat approval for University Hills Phase 4, being 42 residential lots on approximately 14.61 acres of land being generally located along Ric Williamson Memorial Highway, City of Weatherford, Parker County, Texas. SBD-25-0011. On the motion of John Hinton, second by Kathy Wylie, the Commission voted unanimously to recommend approval of the final plat subject to all requirements of the Subdivision Ordinance and the following conditions: 1. Public improvements shown on the plat are not approved. They will be reviewed with the civil plans. 2. An approved preliminary plat is required prior to recording of the final plat. Public improvements must also be approved and accepted before the final plat can be recorded. 3. Owner’s Dedication Block: • Update the property owner to reflect the deed (1845 Sunflower LLC). • Update the dates. Reference Subdivision Regulations §11-5-2(c). 4. Provide the name of the surveyor and/or engineer who prepared the plat. Reference Subdivision Regulations §11-5-2(i). 5. Update the dates on the signature blocks. 6. Provide the lot width of Lot 8, Block 16. The motion carried 6 - 0.

3.d: Consider a request for final plat approval for Heritage Hills, being a total of 89 lots on approximately 34.631 acres of land, generally located on 330 N. Denton Road, City of Weatherford, Parker County, Texas. SBD-25-0013. Planner Katelyn Seckman presented a final plat request for Heritage Hills at 330 North Denton Road, submitted by applicant Marina Sears. On the motion of Zachary Cray, second by Kathy Wylie, the Commission voted unanimously to recommend approval of the final plat subject to all requirements of the Subdivision Ordinance and the following conditions: 1. All public improvements must be approved and accepted prior to recording of the final plat. PZC10082025 Page 2 of 3 2. Once deed restrictions have been filed, note 11 on the plat must be updated to reflect the applicable reference. 3. Where front lot lines do not meet the minimum 75 ft. width requirement, please provide the width dimension at the build line to ensure it meets this minimum requirement The motion carried 6 - 0.

3.e: Hold a PUBLIC HEARING and consider a request for a Zoning Map Amendment from AG Agriculture to C1 General Commercial with a Conditional Use Permit for a Contractor Office / Facility with Outdoor Storage Including Vehicles use on an approximate 1.632-acre tract being generally located at 200 Otto Drive, in the City of Weatherford, Parker County, Texas. ZCH-25-0011 & CUP-25-0013. Planner Sergio Baeza presented a Zoning Map Amendment and Conditional Use Permit request located at 200 Otto Drive, submitted by applicant Robert Stuckey. Chair Brian McKeown opened the Public Hearing at 2:41 p.m. With no public comments received, Chair McKeown closed the Public Hearing at 2:42 p.m. On the motion of Zachary Cray, second by John Hinton, the Commission voted unanimously to recommend approval of the Zoning Map Amendment and the Conditional Use Permit request as presented, subject to the following conditions: 1. Hours of operation for the business shall be limited to Monday – Saturday, 7:00 a.m. to 8:00 p.m. 2. Temporary signs, banners, and other advertisements shall not be permitted on the property. 3. Minor Plat shall be submitted within 3 months of ordinance approval. 4. This conditional use permit will be void if construction has not been started within 8 months of ordinance approval.
