Introduction of Parker County Sheriff Russ Authier. Director of Public Safety Lance Arnold introduced Sheriff Russ Authier. Recognition of Telecommunications Officer Dylan Swackhammer's selection as 911 Professional of the Year from the North Central Texas Emergency Communications District and acknowledgement of National Public Safety Telecommunications Week. Director of Public Safety Lance Arnold recognized Ms. Swackhammer for her award. He also recognized National Public Safety Telecommunications Week. Recognize Troop 76 Scout Gavin Knowles for his Eagle Scout Project at Holland Lake Park. Director of Parks, Recreation, and Special Events Shannon Goodman recognized Mr. Knowles and presented photographs of his Eagle Project from Holland Lake Park. Proclamation naming April 18-24, 2021 as Volunteer Appreciation Week. Council Member Kevin Cleveland issued the proclamation.
Consent agenda, approved as one vote (5-0, on the motion of Jeff Robinson, second by Kevin Cleveland): Approved an Interlocal Agreement for cooperative purchasing between the National Cooperative Purchasing Alliance and the City of Weatherford. Authorized staff to hire Devil Dog's Concrete per bid # 2019-024 for the construction of a parking area to include 38 parking spaces, walkways, curb and pads for pavilion and restrooms at the Weatherford Disc Golf Trailhead. Total cost $123,084.00. Approved Ordinance O2021-21 amending the FY21 Adopted General City Budget. Consider adoption of Ordinance O2021-19 to close, vacate and abandon a portion of Oldham Avenue in the Milliken Heights Addition to the City of Weatherford and authorize the Mayor to execute a Quit Claim deed to the adjacent land owners.
Consider adoption of Ordinance O2021-11 disannexing 238.012 acres and hold a PUBLIC HEARING and consider adoption of Ordinance O2021-12 annexing a 238.012 acre tract of land located in parts of the S. Olinger Survey, Abstract 1027, the John D Snyder Survey, Abstract 1169, the T & P RR. Co. Survey, Abstract 1443, the J. A. Long Survey, Abstract 2703, the A. Q. Simmons Survey, Abstract 2421 and the John Snyder Survey, Abstract 1170, Parker County, Texas and being the same land described in Document 202106885 Deed Records, Parker County, Texas to enlarge and expand the boundaries of the City of Weatherford. Director of Capital Projects Terry Hughes presented this item. Mr. Hughes explained that Weatherford purchased a 238.012-acre portion of the Pafford Estate in 1992. The land is located adjacent to, and northwest of, FM Highway 730 at the northern end of Lake Weatherford. The purchase allowed Weatherford to maintain the property in a natural state and much of the area is now shown in the National Wetlands Inventory Map of the U. S. Fish and Wildlife Service. Recently, the City's GIS team reviewed the online mapping of the area and discovered an error in the original survey. The error is in the point of beginning which is used to situate the property into an original land grant form Texas. The disannexation ordinance is captioned as follows: ORDINANCE NO. O2021-11 AN ORDINANCE OF THE CITY OF WEATHERFORD, TEXAS, DISCONTINUING TERRITORY AND REDUCING EXTRATERRITORIAL JURISDICTION AS HEREINAFTER DESCRIBED AND DEPICTED; PROVIDING FOR AMENDING AND CORRECTING THE OFFICIAL CORPORATE AND EXTRATERRITORIAL BOUNDARY OF THE CITY AS HERETOFORE ADOPTED AND CORRECTING THE OFFICIAL CITY MAP; PROVIDING A SAVINGS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A REPEALER CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Mayor Paschall opened the public hearing at 6:50 p.m. As there were no speakers, Mayor Paschall closed the public hearing at 6:50 p.m. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted unanimously to approve Ordinance O2021-12 to formally annex the correct area. The annexation ordinance is captioned as follows: ORDINANCE O2021-12 AN ORDINANCE PROVIDING FOR THE EXTENSION OF CERTAIN BOUNDARY LIMITS OF THE CITY OF WEATHERFORD, TEXAS, AND THE VOLUNTARY ANNEXATION OF CERTAIN TERRITORY CONSISTING OF APPROXIMATELY 238.012 ACRES OF LAND, WHICH SAID TERRITORY LIES ADJACENT TO AND ADJOINS THE PRESENT BOUNDARY LIMIT OF THE CITY OF WEATHERFORD, TEXAS; ADOPTING A "PLAN OF SERVICE" EXHIBIT "C" FOR SAID TERRITORY AS ATTACHED HERETO AND INCORPORATED HEREIN.
Discussion and consideration of all matters incident and related to the issuance and sale of "City of Weatherford, Texas, Tax and Utility System (Limited Pledge) Revenue Certificates of Obligation, Series 2021", including the adoption of Ordinance O2021-20 authorizing the issuance of such Certificates of Obligation. Assistant City Manager/CFO Brad Burnett presented this item and introduced Boyd London with Hilltop Securities. Mr. London explained that an auction process was used for the bonds. Five bidders submitted a total of 23 different bids, with the lowest rate being 1.7699, a rate that is very hard to obtain right now. On the motion of Heidi Wilder, second by Matt Ticzkus, the Council voted unanimously to approve Ordinance O2021-20 authorizing the issuance and sale of "City of Weatherford, Texas, Tax and Utility System Revenue Certificates of Obligation, Series 2021", bonds for the construction and improvement of public safety facilities. Motion carried 5 - 0.
Consider an amendment to the agreement with SEDALCO, Inc. to establish a guaranteed maximum price not to exceed $18,994,584 for construction of the Weatherford Public Safety Building. Director of Public Safety Lance Arnold presented this item. He stated that a Facility Needs Assessment was completed in 2014 and one of those recommendations was a new public safety building. On December 10, 2019, the City Council approved a professional services agreement with Brown Reynolds Watford (BRW) Architects Inc. for the design of the Weatherford Public Safety Building. Then in June 2020, the Council approved a professional services agreement with SEDALCO Inc. for Construction Manager at Risk services for the construction. On February 23, 2021, the Council approved a site demolition amendment to the SEDALCO agreement. The site demolition package cost was $154,458. After accepting alternates and value engineering, the building package guaranteed maximum price (GMP) is $18,840,126. The current GMP amendment includes the demolition and building packages. The GMP also includes owner, CMAR, and other allowances. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Future agenda items: A work session regarding Chandor Gardens, results of the recent survey, and etcetera was tentatively scheduled for the second City Council meeting in June.
