Weatherford City Council, Jan. 27, 2015: 4 items; Recognize Krista Beach for completion of the Texas Municipal Clerks' Certification

Recognize Krista Beach for completion of the Texas Municipal Clerks' Certification Program and becoming a Texas Registered Municipal Clerk. City Manager Jerry Blaisdell presented Krista Beach with a City Manager's Award.

Authorize the City Manager to negotiate and execute a developer agreement with Ms. Marina Sears, of Square S Construction and Development, to construct the already platted Town Creek Phase II development consisting of approximately 135 R-1 single family lots located on the south and west of the intersection of Hilltop Drive and Town Creek Circle. Craig Farmer, Director of Planning and Development, presented this item. Staff and the Planning and Zoning Commission recommended approval of this item including the removal of the three paragraphs regarding liens. Discussion included that this agreement requires no financial obligation from the City. On the motion of Waymon Hamilton, second by Craig Swancy, the Council voted unanimously to approve this agreement. Motion carried 5 - 0.

CC012715 Page 1 of 4 Consider and/or act upon approval of Ordinance 714-2015-03 to close and abandon a portion of Cherokee Street in the Mineral Heights Addition and authorize the Mayor to execute a Quit Claim Deed to the adjacent owner. Terry Hughes, Director of Capital Transportation Projects, presented this item stating that a portion of a home was built into the street and it was discovered when the owner attempted to sell the property. They have asked the City to close and abandon a five foot portion of Cherokee Street. On the motion of Waymon Hamilton, second by Heidi Wilder, the Council voted unanimously to Ordinance 714-2015-03. Motion carried 5 - 0.

Monthly Financial Report for December 2014. Kyle Lester, Budget and Strategic Planning Manager, presented this item. No action was required or taken on this item. Update regarding the condition and usage of the Weatherford Public Library. Chris Accardo, Director of Library Services, presented this item. He provided the following statistics:  visitors to library in 2014 - 135,796 people  programs 810 - almost three per day considering weekend and holiday closures  21,462 people attend those programs  42 items were borrowed per active Weatherford Public Library (WPL) user  total circulations in 2004 were 237,823, which increased to 347,745 in 2014  average circulation per item was 2.87 in 2008, which increased to 3.17 in 2014  people are still checking out print books, DVDs, and books on tape  top 10 print collection divisions by circulation per item (CPI) were: Western Fiction; Juvenile 500s (Science); Juvenile 000s (Computers, Information, General); Juvenile 700s (Arts and recreation); Juvenile Fiction; Young Adult Fiction; Fiction; Picture Books; Young Adult Graphic Novels; and Easy Readers (with the highest CPI of 5.82 per item).  The retail value of the library's physical collection was $2,107,391 at the end of FY2014.  Digital material was 4.8 percent of the total circulation for 2014.  Number of Patrons by Residence: City – 9,989 (38.97%); County – 13,122 [...]
