Consider a PRELIMINARY PLAT, including waivers from certain requirements of Title XI, Subdivision Ordinance, specifically waiver from Sec. 11-3-1(c)(4)(a): two points of access from public roads to the subdivision; Sec. 11-3-1(h)(3): curvilinear street design; Sec. 11-3-9(a): connection to city’s water system; Sec. 11-3-9(b): connection to city’s wastewater collection and treatment system; and Sec. 11-5-9(a): improvement to a substandard adjacent street, for the 5-lot Rock Ridge subdivision, 12 acres on McFarland Lane in the extraterritorial jurisdiction (ETJ) of the City of Weatherford, Parker County, Texas. SBD2019-0026. Director of Development and Neighborhood Services Kaleb Kentner presented this item. The applicant requests approval for a five-lot subdivision spanning 12 acres in the ETJ. There are five waiver requests from requirements of the Subdivision Ordinance associated with this proposed plat: 1. Consider a PRELIMINARY PLAT for the 17-lot Heroes Court subdivision, 5.510 acres between Estel Street and Front Street and situated in the Daniel Norton Survey, Abstract No. 1010, City of Weatherford, Parker County, Texas. SBD2019-0058. Director of Development and Neighborhood Services Kaleb Kentner presented this item as well. The applicant requests approval for the Heroes Court subdivision, 17 lots for duplex homes and one stormwater detention tract. The proposal includes a new north-south local road connecting Estel Street to Front Street. The Planning & Zoning Commission voted 4 - 2 to approve the preliminary plat subject to the conditions recommended by staff at their December 11, 2019 regular meeting. Conditions: 1. Plat document corrections: a. Show contours with intervals of two feet or less for the area, with all elevations on the contour map referenced to sea level datum. WMC Sec. 11-2-4(i)(10). b. wilder in opposition Consider PRELIMINARY PLAT, including waivers from certain requirements of Weatherford Municipal Code Title XI, Subdivision Ordinance, specifically Sec. 11-3-1(h)(3) – curvilinear streets and Sec. 11-3-1(l) – intersection angle and tangent, for the 93-lot Montclaire subdivision, described as being a 23.706 acre tract at 722 West Park Avenue, predominately in the BBB & C RR Company Survey, Abstract 145, City of Weatherford, Parker County, Texas. SBD2019-0060. Project Description: The applicant proposes a subdivision of 87 single-family residential lots and 6 open space tracts on an approximately 24-acre site between West Park Avenue and South Bowie Drive. The project will be developed in a single phase. In addition to waivers granted through the master plat process, the application requests one waiver from the subdivision ordinance: Sec. 11-3-1(h)(3) – curvilinear streets. Previous Actions: A zoning district change from AG Agricultural and C1 Commercial to R1 One-Family Residential was approved by the City Council on November 27, 2018.
