Hold a PUBLIC HEARING and consider a request a Zoning District Change from R1 Single Family Residential to R2 Two Family Residential for a 4.287 acre property located near 300 Hickory Lane, in the Sarah Monk Survey, A-906. ZCH2016-0016. Craig Farmer, Director of Planning and Development, presented this item. The Planning and Zoning Commission tabled this item until their January 25th meeting (tomorrow) leaning towards a PD-Planned Development instead of the requested R2. The applicant is proposing single family townhomes with 44 units. Mayor Swancy opened the public hearing at 7:18. As there were no speakers, Mayor Swancy closed the hearing at 7:18 p.m. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted unanimously to table this item and continue the public hearing until the next Council meeting on February 14th. Motion carried 5 - 0.
Hold a PUBLIC HEARING and consider approval of Ordinance 819-2017-03 amending Title XII Chapter 3 Zoning Districts and the creation of Chapter 4 Permitted Uses Chart. Establishment of a permitted uses chart and associated adjustments to zoning district sections. Mr. Farmer presented this item as well. This is the final draft as recommended by the Planning and Zoning Commission (PZC). It includes a few minor changes and the PZC will be briefed on those items at their meeting tomorrow. Mayor Swancy opened the public hearing at 7:21 p.m. As there were no speakers, Mayor Swancy closed the hearing at 7:21 p.m. On the motion of Jeff Robinson, second by Dale Fleeger, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Consider approving the purchase of material for storm drainage improvements on Vine Street. Terry Hughes, Director of Capital Projects, presented this item. The Transportation and Public Works Departments’ street rehabilitation plan for 2017 includes an underground drainage system that is designed to eliminate drainage issues along Vine Street. The plan will place approximately 860 feet of piping under the roadway prior to the start of the street rehabilitation work. The material will be purchased utilizing the City of Grand Prairie yearly material bid contract price through an existing interlocal agreement. Total drainage project cost is $76,347.00, with $67,648.00 coming through the Grand Prairie contract and $8,699.00 from open quote sources. Funds are available through the storm water utility fund. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted unanimously to approve this item. Motion carried 5 - 0.
