Recognize Court Administrator/Clerk of the Court Lei Holder for receiving the "Distinguished Service" award from the Texas Court Clerk's Association in October. David Croff, Chief Financial Officer, presented Ms. Holder with a Director's Outstanding Achievement Award in recognition of her service and for her receipt of the Distinguished Service award.
Hold a PUBLIC HEARING and consider adoption of Ordinance 709-2014-54 for a Zoning Change for property zoned AG Agricultural to be rezoned R1 Single-family Residential, located in the 2300 Block of White Settlement Road, more generally described as being a ± 82.62 acre tract in the T&P Railroad Company Survey, A-1499, City of Weatherford, Parker County, Texas. ZCH2014-0012 Craig Farmer, Director of Planning and Development, presented this item stating that the 82 acres requested for rezoning wraps around the Silverstone development, which is a combination of PD Planned Development and R1 Single Family. For this remaining 82 acres, the applicant requests a zoning change from AG Agriculture to R1 Single Family. Mr. Farmer noted that the tract actually fronts on White Settlement Road, though the current development is not close to White Settlement Road. Regarding the future east loop, the master plat does show alignment for future roads and as long as the alignment of the road is reserved, then the property will not be developed or platted. If the alignment moves or the road is not built, then the property can be developed. The Planning and Zoning Commission voted to approve the request. Consider and/or adopt Resolution R2014-30 authorizing the City Manager to apply for a grant through the Texas Commission on Environmental Quality (TCEQ) to reduce emissions of heavy duty, on road, off-road and stationary equipment. City Manager Jerry Blaisdell asked for clarification as to whether the Council would like for staff to consider additional vehicles that were not scheduled for replacement this FY. Staff was directed to consider as many vehicles as possible since savings are anticipate, and to also consider those vehicles targeted for replacement next FY.
Presentation on public improvement districts. Mr. Farmer, and Larry Cline of Larry Cline Consulting presented this item. Public improvement districts (PIDs) can provide a mechanism to keep the City involved post-development to ensure roads, drainage culverts, and other public improvements are being maintained. They can be implemented in the City's extra-territorial jurisdiction (ETJ) as well. PIDs are similar to home owners associations (HOAs), but tend to be more effective in many cases. Staff is seeking direction from the Council early on because we have been approached by a developer that is interested in this process. Mr. Farmer introduced Mr. Larry Cline of Larry Cline Consulting. Mr. Cline stated that PIDs are governed by chapter 372 of the Local Government Code (LGC). They are used to finance new public improvements or provide supplemental public services in a designated area. They can be managed by the municipality, the municipality and the owner, or a board of the property owners. The district can be put into place by the municipality, or by a petition of property owners, assuming it meets the petition requirements set forth by law.
