3.a: Hold a PUBLIC HEARING and consider a request for a zoning map amendment from (AG) Agricultural to (I) Industrial on an approximate 6.42-acre tract generally located at 2502 Old Brock Road, City of Weatherford, Parker County, Texas. ZCH-25-0001. Planner Katelyn Seckman presented a zoning map amendment request at 2502 Old Brock Road, submitted by applicant Bell Gems Inc. DBA SC Bell Construction. Joe Potthoff, 6709 Gascony Place, Fort Worth, representing SC Bell Construction; Steve Bell, 2507 Old Brock/2170 Cabaniss Lane; and Jenny Bell, 2170 Cabaniss Lane, all spoke regarding the request. Chair Brian McKeown opened the Public Hearing at 3:03 p.m. • Kyle Miller, 2702 Old Brock Road, spoke in opposition to the request. • Martha Roman, 2406 Old Brock Road, spoke in opposition to the request. There being no further comments, Chair McKeown closed the Public Hearing at 3:10 p.m. The Commission discussed the request and alternative solutions with City staff. The applicant withdrew their zoning map amendment request to explore other options. No action was taken by the Commission.
3.b: Hold a PUBLIC HEARING and consider approval of amending the Title XII Zoning Ordinance, section 12-6-100 "Definitions" and sections 12-3-300 through 12-3-305 to add Electric Vehicle Charging Stations as a permitted use in all commercial zoning districts and the industrial district. MCA-25-0002. PZC03122025 Page 1 of 3 Senior Planner Monica Johnson presented proposed amendments to the City’s Zoning Ordinance to allow Electric Vehicle Charging Stations in all commercial and industrial zoning districts. Chair Brian McKeown opened the Public Hearing at 3:36 p.m. There being no speakers, Chair McKeown closed the Public Hearing at 3:37 p.m. On the motion of Zachary Cray, second by Sharon Hayes, the Commission voted unanimously to recommend approval of the proposed amendments as presented. The motion carried 5 - 0.
3.c: Hold a PUBLIC HEARING and consider approval of amending the Title XII Zoning Ordinance, section 12-1-102 "Zoning Officials" to revise the provisions of subsection (a) regarding responsibilities of the "Planning Director", MCA-25-0003. Senior Planner Monica Johnson presented proposed amendments to the City’s Zoning Ordinance clarifying the responsibilities of the Planning Director. Chair Brian McKeown opened the Public Hearing at 3:38 p.m. There being no speakers, Chair McKeown closed the Public Hearing at 3:38 p.m. On the motion of Sharon Hayes, second by Rod White, the Commission voted unanimously to recommend approval of the proposed amendments as presented. The motion carried 5 - 0.
4.a: Housing Analysis. Director of Development Services Kaleb Kentner presented the current housing analysis.
4.b: Monthly Building Report. Director of Development Services Kaleb Kentner explained that software issues had impacted the accuracy of the monthly building report and anticipated the system would be fully operational by the next meeting.
4.c: Project Updates Director of Development Services Kaleb Kentner presented the current monthly project updates. Chair McKeown requested that future reports highlight any changes from the previous month for clarity.
