4.a: Receive a report on the Wholesale Wastewater Contract between Weatherford Municipal Utility System and City of Hudson Oaks. Director of Water Utilities Rick Shaffer introduced City of Hudson Oaks' City Administrator Sterling Naron. Mr. Naron provided an update regarding the plans and progress in regard to the City of Hudson Oak’s wastewater facility construction project.

Consent agenda, approved as one vote: 6.a: Authorized the City Manager to execute Amendment 1 with Teague Nall and Perkins for additional design services for the Center Point Wastewater Improvements, Phase 3 project in an amount not to exceed $34,250, for a total contract amount of $304,150 and a total aggregate fiscal year expenditure amount of $606,350. 6.b: Authorized the City Manager to execute Amendment 1 with Teague Nall and Perkins for development review services in an amount not to exceed $10,000 for a total contract amount of $60,000 and an aggregate fiscal year expenditure MUB08282025 Page 1 of 3 amount of $616,350. 6.c: Awarded RFP 2025-020 Utility Pole Inspection to Davey Resource Group, Inc. in an amount not to exceed $132,000. 6.d: Authorized the City Manager to execute a contract with Carollo Engineers, in the amount of $520,000 for professional engineering and laboratory testing services for the Wastewater Treatment Plant PFAS Planning Evaluation project.

7.a: Presentation of the FY26 Proposed Municipal Utility System Budget. Budget Coordinator Ashley Esquivel presented this item. Mrs. Esquivel gave an overview of the proposed budget and the timeline for the budget process. No action was required or taken at this time.

7.b: Discuss and consider adoption of the Water and Wastewater Master Plan Update. Director of Water Utilities Rick Shaffer presented this item. Mr. Shaffer discussed the process for the master plan and then introduced Cullen Carlson of Freese and Nichols. Mr. Carlson provided a brief overview of the plan and made himself available for questions. After discussion, on the motion of Ken Davis, second by Howard McClurkin, the board voted to adopt the master plan as presented. Motion carried 4 - 0.

8.a: Lake Weatherford Trail System Update. Assistant Director of Public Works Bill Smith presented this item. This update was for informational purposes, and no action was required or taken.
