Hold a JOINT PUBLIC HEARING to consider approval of Ordinance 807-2016-53 requesting a zoning change for property zoned CBD Central Business District to PD Planned Development, located at 102 and 104 Houston Avenue. ZCH2016-0011 Craig Farmer, Director of Planning and Development, presented this item. The request is to change the zoning from CBD Central Business District to PD Planned Development to accommodate additional building height for the subject property. The request was initiated by Imperial Construction, Inc., the owner’s agent. Mr. Farmer reminded the Council and Commission that the former building located on this property was demolished in May due to structural problems. The proposed changes to the CBD requirements are historically compatible with the downtown area. The project is intended as a multitenant office building, but would be available for other uses such as restaurant or retail use if proposed. The building is three stories with awnings and balconies that extend over the sidewalks. Discussion included:  The project has not progressed far enough to answer questions regarding storm drainage; however, it will not drain onto adjacent properties.  The applicant intends to start construction by January 1 and stated that they need to have the project completed by mid-August.  Seven additional vehicles will be added to the parking area. On the motion of Dale Fleeger, second by Heidi Wilder, the Council voted to approve Ordinance 807- 2016-53. Motion carried 5 - 0.
