Discuss and consider appointments and/or reappointments to the following boards, commissions, and committees: Animal Shelter Advisory Committee; Library Board; and Transportation Advisory Board. On the motion of Craig Swancy, second by Jeff Robinson, the Council voted unanimously to appoint or reappoint to appoint Wade Calhoun, Clark Cofer, and Hayden Harbold to the Transportation Advisory Board; to appoint Aaron Wilson to the Weatherford Public Library Advisory Board; and to appoint Jenni Day and reappoint Matt Anderson to the Animal Shelter Advisory Committee. Motion carried 5 - 0.

Update regarding storm water utility program in the Holland Lake Watershed/Timber Creek area. Terry Hughes, Director of Capital Transportation Projects, presented this item. He gave a brief review of the Holland Lake Creek Watershed Study. Freese and Nichols, Inc. (FNI) is beginning the design of the Holland Lake Dam and the Timber Creek reclamation area. Mr. Hughes spoke about the types of remedies that will be put in place throughout this project. The schedule was set back approximately 45 days due to extensive rain this spring. The City will have to work with the Corp of Engineers on this CC072815 Page 1 of 2 project. Construction is anticipated to begin in September 2016. Discussion included other projects in the area and the drainage that those might cause. The project will be designed to accommodate drainage from ultimate build out. As part of the project, the City will fill dirt into the affected yards up to the location of the block wall that will be installed. The fence on top of the wall will be a relatively low maintenance fence. It must be installed as a safety mechanism due to the height of the wall. The City is working on this project simultaneously with the dam in hopes of obtaining better pricing. Action on executive session items: To take action, if necessary, pursuant to Chapter 551, Texas Government Code, VTCS, (Open Meetings Law): In accordance with the authority contained in: Section 551.087 - Deliberations regarding economic development negotiations: Moncrief Properties, LLC. On the motion of Jeff Robinson, second by Craig Swancy, the Council voted unanimously to authorize the Mayor to sign the economic development agreement. Motion carried 5 - 0.
