Proclaim November 11, 2014 as Veterans Day in the City of Weatherford. Mayor Hooks issued the proclamation to local members of the American Legion. Presentation of the Planning Award from the Texas Chapter of the American Planning Association for the City's Path to the Future and Downtown Action Plan. Craig Farmer, Director of Planning and Development, Bill Warren, Chair of the Historic Preservation Commission, and Kathy Wylie, Chair of the Downtown Committee spoke about this award and presented it to Mayor Hooks.

Hold a PUBLIC HEARING and consider a request for a Zoning Change for property zoned C1 Commercial to be rezoned R3 Multifamily, located at the end of Jennifer Court, more generally described as the Woodhaven Addition, City of Weatherford, Parker County, Texas. ZCH2014- 0011 Craig Farmer, Director of Planning and Development, presented this item. Mayor Hooks opened the Public Hearing at 6:46 p.m. As there were no speakers, Mayor Hooks closed the Hearing at 6:46 p.m. On the motion of Waymon Hamilton, second by Heidi Wilder, the Council voted unanimously to approve this request. Motion carried 5 - 0.

Consider all matters incident and related to the issuance and sale of City of Weatherford, Texas General Obligation Refunding Bonds, Series 2014, including the adoption of Ordinance 701-2014- 46 authorizing the issuance of such bonds and providing for the defeasance and redemption of the bonds being refunded. David Croff, Chief Financial Officer, introduced Boyd London with FirstSouthwest. Mr. London spoke about the rates and the bond market. The most recent bond buyer index was at 3.9 percent. The City's General Obligation bonds refunding rate is 2.27 percent. Mr. London spoke about the savings of $955,899.04 with this GO Refunding Bonds, Series 2014. He spoke briefly about the tax notes listed in the next agenda item. Mr. London stated that the City has a AA- rating from Standard and Poors. That is a good rating which indicates that the City has strong management conditions and financial management CC102814 Page 3 of 5 practices. On the motion of Heidi Wilder, second by Craig Swancy, the Council voted unanimously to approve Ordinance 701-2014-46. Motion carried 5 - 0.

Consider all matters incident and related to the issuance and sale of "City of Weatherford, Texas, Tax Notes, Series 2014", including the adoption of Ordinance 707-2014-52 authorizing the issuance of such tax notes. Mr. Croff stated that these tax notes would be used to purchase two fire trucks, one of which should be in place by Christmas. Bobbie Narramore, 209 West First Street, mentioned the previous agenda item as well, and thanked the Mayor and Council for moving forward with the things that this City needs. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted unanimously to approve Ordinance 707-2014-52. Motion carried 5 - 0.

Discuss and consider appointments to the Transportation Advisory Board, the Planning & Zoning Commission, and the Building & Standards Commission. Mayor Hooks stated the Council would discuss this item in Executive Session.

City Manager's Administration Action Report for Fiscal Year 2013-14. City Manager Jerry Blaisdell presented this item to the Council, noting one correction regarding positions held during last Fiscal Year. The Council had no questions. No action was required or taken.
