5.a: Consider and/or act upon acceptance of the annual audit report for the fiscal year ended September 30, 2025, as presented by Pattillo, Brown & Hill, L.L.P, Certified Public Accountants. Assistant City Manager Dawn Brooks introduced Audit Supervisor Mishal Majewski with Pattillo, Brown, & Hill. Ms. Majewski provided the board with a brief overview of the audit and results. After discussion, on the motion of Heidi Wilder, second by Zack Smith, the board voted to accept the audit report as presented. Motion carried 7 - 0.
5.b: Consider authorizing the City Manager to execute a construction contract with J&L Construction, LLC for the Spring Street, Eastview Drive, and Garner Road Water and Wastewater Improvements project in the amount not to exceed $3,495,885. Director of Public Works Matt Leppla presented this item. After discussion, on the motion of Ken Davis, second by Dr. Tom Novak, the board voted to approve the item as presented. Motion carried 7 - 0.
