Consent agenda, approved as one vote (4-0, on the motion of Kevin Cleveland, second by Jeff Robinson): Adopted Ordinance O2019-35 abandoning a right-of-way easement located in the J. L. Edwards Survey, Abstract No. 416, Parker County, Texas and authorizing the mayor to execute a quitclaim deed to Ian Alexander. Awarded Bid 2019-021 to MHD Construction for the upstairs City Hall kitchen renovation for an amount not to exceed $65,654.43.
Hold a PUBLIC HEARING and consider a request for a zoning district change from AG Agricultural to C3 Commercial/Heavy for Mini-Warehouse/Self Storage at 3193 W Interstate 20, being a 9 acre tract out of the Hannibal Good Survey, Abstract No. 536, City of Weatherford, Parker County, Texas. ZCH2019-0017. City Planner Stan Hamrick presented this item. This item was considered by the Planning and Zoning Council on June 12 and was tabled indefinitely. On the motion of Jeff Robinson, second by Curtis Tucker, the Council voted unanimously to table this item indefinitely. Motion carried 4 - 0.
Hold a PUBLIC HEARING and consider approval of Ordinance O2019-36 for a zoning district change from PD Planned Development to PD Planned Development for a Medical Clinic at 1115 Pecan Drive, being a 0.526 acre tract situated in the Joel Walker Survey, Abstract No. 1589 and the Carter Spence Survey, Abstract No. 1172, City of Weatherford, Parker County, Texas. ZCH2019-0018. Mr. Hamrick presented this item as well. He stated that the applicant is proposing an immunization and outreach clinic in a new building with associated site improvements. A portion of the building would be a clinic open to the public for immunizations, while the rest of the building would be offices and storage for the staging and provision of remote immunization services. A PD Planned Development based on C1 Commercial zoning is requested to adopt supplemental development standards that will account for the small site and mix of uses. Mayor Pro Tem Heidi Wilder opened the public hearing at 6:42 p.m. As there were no speakers, Mayor Pro Tem Wilder closed the public hearing at 6:42 p.m. On the motion of Jeff Robinson, second by Curtis Tucker, the Council voted unanimously to approve this request. Motion carried 4 - 0.
Discuss and consider authorizing the City Manager to purchase Motorola Outdoor Warning Siren Solution in an effort to secure the City's siren system. City Manager Sharon Hayes asked that this item be tabled while staff awaits additional information. Staff anticipates that the additional information will be available for the July 9th Council meeting. On the motion of Jeff Robinson, second by Kevin Cleveland, the Council voted unanimously to table this item. Motion carried 4 - 0.
Consider adoption of Ordinance O2019-37, amending the City's FY19 General City Budget. This item was removed from the Consent Agenda for separate consideration. Finance Director Kyle Lester presented this item. He explained that the ordinance has been revised to only include the amendment for the remodel of the City Hall kitchen. On the motion of Curtis Tucker, second by Kevin Cleveland, the Council voted unanimously to approve the amended ordinance. Motion carried 4 - 0.
Future agenda items: Proposed changes to the Council Policy Manual will be incorporated within the draft for Council review, including the City of Leander Social Media policy. Staff will bring the policy forward for Council consideration on July 23.
Action on executive session items: To take action, if necessary, pursuant to Chapter 551, Texas Government Code, VTCS, (Open Meetings Law): In accordance with the authority contained in: Section 551.071 Consultation with Attorney: on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter: ESD3 Contract.
