Consent agenda, approved as one vote (5-0, on the motion of Jeff Robinson, second by Dale Fleeger): Approved the minutes of the City Council meeting held February 13, 2018. Approved resolution R2018-08 to apply for grant funding through the North Central Texas Council of Governments (NCTCOG) to conduct a study that will seek opportunities to increase waste minimization on a regional basis. Awarded bid #2018-012 for asphalt paving on various city streets to Weldon C. and Bill Jordan Construction, Inc. based on lowest most responsive overall bid. Accepted the Quarterly Investment Report ending December 31, 2017. Approved resolution R2018-05 ratifying Council's adoption of the city of Weatherford Investment Policy and Strategy.

Hold a PUBLIC HEARING to consider a request for a zoning district change to allow a RL- Residential Lake Lot Zoning District to a RL-Residential Lake Lot Zoning District with a Conditional Use Permit (CUP) for an Accessory/Garage Dwelling at a property located at 1621 E. Lake Drive and described as being Lot 380, Lake Weatherford Subdivision, Leasehold to the city of Weatherford, Parker County, Texas. ZCH2017-0043. Development and Neighborhood Services Director Craig Farmer presented this item. He stated the lot is on the east side of the lake. All of the adjacent property owners were notified. The Planning and Zoning Commission did approve this request 7 - 0 at their February 14, 2018 meeting, subject to the following conditions: 1) the structure shall be 75% masonry siding or shall match the main house lap-siding; 2) the structure shall not have separate utilities; 3) the structure shall not be used for a commercial business or rented as such; and 4) the accessory structure shall not be rented out. Hold a PUBLIC HEARING to consider a request for a zoning district change to allow a C1 Commercial to a PD Planned Development Zoning District for Multi-Family at a property located at approximately 1306 S Bowie Drive, and described as being 5 acres situated in and being a portion of the INT & GNRR CO. Survey, Abstract 1819, city of Weatherford, Parker County, Texas. ZCH2018-0001. Development and Neighborhood Services Director Craig Farmer presented this item as well. This property is zoned C1. The General Plan shows suburban living for this area and this request is not compatible with the newly adopted General Plan. Staff recommended denial due to incompatibility with the General Plan, surrounding zoning, and the deficient site plan. The site plan has been updated since that time; however, the Planning and Zoning Commission voted 6-1 to recommend denial at its meeting on February 14th. Hold a PUBLIC HEARING to consider a request for a zoning district change to allow a C1- Commercial Zoning District to a C1-Commercial Zoning District with a Conditional Use Permit (CUP) for an Eating Establishment with a Drive-thru Service for property located at 1417 South Main Street and being a 0.584 acre tract of the Hall Peter S Survey, Abstract 659, city of Weatherford, Parker County, Texas. ZCH2018-0002 Mr. Farmer presented this item as well. This request is a CUP for Smoothie King. Mr. Farmer stated that there will be one access point from South Main, which is reduced by one; the current property has two access points. The request shows adequate stacking for vehicles in the drive-thru lane. The Planning and Zoning Commission voted 7 - 0 to recommend approval. The adjacent property owner spoke at the PZC meeting and commented regarding non-city issues; the representatives from Smoothie King agreed to meet with the adjacent property owner. Mayor Swancy opened the public hearing at 6:58 p.m. As there were no speakers, Mayor Swancy closed the public hearing at 6:58 p.m. On the motion of Heidi Wilder, second by Dale Fleeger, the Council voted unanimously to approve ordinance 894-2018-09. Motion carried 5 - 0.

Discuss and consider a resolution of support for the McFarland affordable housing development. Dale Fleeger, Council Member Place 3, requested this item be placed on the agenda for consideration. Mr. Fleeger stated that he believes this project is appropriate for Weatherford at this time. Mr. Fleeger stated it appears there is a significant need for affordable housing, that Weatherford is the largest city in the county and that Weatherford should carry the largest load of affordable housing since services such as medical and doctors are located in Weatherford. Mr. Fleeger stated this appears to be a shovel ready project that is needed now. As Weatherford continues to grow, housing will continue to be a pressing issue for Weatherford and the entire county. Council discussion included: • Processes other cities use for issuing resolutions of support for this type of project • Councilman Cleveland’s research regarding available units and associated costs • Not going around the recommendation of the PZC and though the PZC has not provided a recommendation on the zoning change as of yet, that if the City Council issues a resolution of support, it essentially tells the PZC what the City Council is going to do when zoning change recommendation does come back to the City Council. • That the request for a housing study came up while this project had already begun the zoning change [...]

Dale Fleeger and Craig Swancy voted in opposition. Consider and/or act upon acceptance of the annual audit report for the fiscal year ended September 30, 2017, as presented by Pattillo, Brown & Hill, L.L.P., Certified Public Accountants. Accounting Manager Sidney Kirk presented this item. Ms. Kirk introduced Paula Lowe from Pattillo Brown Hill LLP. Ms. Lowe stated that the firm rendered an unmodified opinion, which is the highest opinion that can be rendered. She also stated there were no additional findings to bring forward for the Council’s attention. On the motion of Heidi Wilder, second by Dale Fleeger, the Council voted unanimously to accept the audit. Motion carried 5 - 0.

Consider a request for a zoning district change to allow an AG Agricultural to a PD Planned Development Zoning District for Multi-Family at a property located at approximately 100 College Park Drive, and described as being 5.56 acres situated in and being a portion of the B.F. Draper Survey, Abstract 405, and the R. Inman Survey, Abstract 725, city of Weatherford, and being a portion of the Grogan Grandchildren Partners, LP tract as recorded in Volume 2505, Page 769, Deed Records, Parker County, Texas. ZCH2017-0041. Craig Farmer stated that the public hearing for this item was previously opened and closed. He stated this item was tabled by the PZC and that the City Council cannot take action since they have no recommendation from the PZC.
