Consider authorizing the city manager to sign and execute Change Order No 1 to the contract with Lone Star Civil Construction, Inc. Terry Hughes, Director of Capital Transportation Projects, presented this item. Dannenbaum Engineering Corporation has been working with the Texas Department of Transportation, Lone Star Civil Construction and the City of Weatherford to address items required to complete construction on the frontage roads between South Bowie Drive and FM Highway 1884. Increases to the contract are CC011315 Page 1 of 3 $161,160.65 and reductions are $28,278.49 for a total contract increase of $131,882.16. On the motion of Waymon Hamilton, second by Heidi Wilder, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Consider and/or act upon approval of Ordinance 712-2015-01 to close and abandon a portion of an alley located in Block 38, Carter's Addition and authorize the Mayor to execute a Quit Claim Deed to the adjacent owner. Mr. Hughes presented this item as well. Staff received a request to abandon and close the 100' section north of West 2nd Street. Staff has been unable to locate a building permit on this property for the particular building that was built into the alley. This was discovered when the children of the property owners, Joyce and G. E. Gilley (deceased), were assisting Ms. Gilley in the disposition of some of their real property. The property on either side of this portion of the alley is owned by G. E. Gilley (deceased) and Joyce Gilley. The City has no plans to open or use the alley. Mr. Hughes noted that the City does not normally request partial alley closures. The City's attorney has confirmed that this would be acceptable since the alleyway is still accessible. Mr. Hughes will contact remaining adjacent property owners to actively pursue closing the entire alleyway. Bobbie Narramore, 209 West First Street, spoke in opposition of this item, and the lack of maintenance in the alleyways. On the motion of Waymon Hamilton, second by Jeff Robinson, the Council voted unanimously to approve Ordinance 712-2015-01. Motion carried 5 - 0.
