Hold a PUBLIC HEARING and consider approval of Ordinance 620-2013-14 for a Zoning Change from R1 Single Family Residential and C1 Commercial to R2 Two Family Residential, for property located at 208 NORTH DENTON STREET, more generally described as a portion of Lot 1, Smaller Subdivision of the Sarah Monk Survey, Abstract 906, City of Weatherford, Parker County, Texas. Project ZCH2013-0003. CC 061113 Page 1 of 4 Craig Farmer, Director of Planning and Development, presented this item to the Council. This request is for a tract of land located at the corner of Jameson and Denton. Applicant, Mr. New, is requesting that the entire tract be rezoned from R1 and C1 to R2 to build duplexes. The Planning and Zoning Board heard no opposition and unanimously approved this recommendation. Mayor Hooks opened the Public Hearing at 6:37 p.m. As there were no speakers, Mayor Hooks closed the hearing at 6:37 p.m. On the motion of Waymon Hamilton, second by Heidi Wilder, the Council voted unanimously to approve the request. Motion carried 4 - 0.
Hold a PUBLIC HEARING and consider approval of Ordinance 621-2013-15 for a Zoning Change from R1 Residential to C1 Commercial, for property located along the 1500 block of FARM ROAD 920, more generally described as a portion of a 19.887 acre tract in the John C. Chapman Survey, Abstract 249, City of Weatherford, Parker County, Texas. Project ZCH2013-0004. Craig Farmer presented this item to the Council. The Planning and Zoning Board heard the request on May 22, 2013. The motion to approve was denied and the applicant requested that the Council hear this item. Due to family medical issues, the applicant was unable to attend tonight and asked the Council to table this item. Mr. Farmer stated the subject property is approximately 20 acres and is located in the 1500 block of Peaster Highway. The property is currently zoned R1 and is located adjacent to residential housing. The applicant’s request is for a commercial parcel on the corner. An R2 zoning request was heard in March and was denied. On May 22, the Planning and Zoning Board's motion to approve the rezoning failed by a vote of 2-3. Discuss and consider the City's designation of a voting representative to the North Central Texas Council of Governments (NCTCOG). CC 061113 Page 2 of 4 On the motion of Waymon Hamilton, second by Jeff Robinson, the Council voted to reappoint Craig Swancy to the NCTCOG as the City's voting representative. Motion carried 4 - 0.
Consider and/or act upon the 2013 Cost of Service Adjustment filing from Texas Gas Service Company within the City of Weatherford. THIS ITEM WAS TABLED ON MAY 14, 2013. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted to leave this item on the table until the June 25 City Council meeting. Motion carried 4 - 0.
Discuss and consider the reappointment of Mary Lou Curry and Kathy Lee to the Library Board for their first full terms. On the motion of Waymon Hamilton, second by Heidi Wilder, the Council voted to reappoint Mary Lou Curry and Kathy Lee to the Library Board for their first term. Motion carried 4 - 0.

Update regarding the "Big Tent" project. This item was removed from the agenda at the request of the presenting organization.
Receive information and provide staff direction regarding the citizen initiative to allow chickens inside the City of Weatherford and the petitions associated with the initiative. City Secretary Malinda Nowell presented this item to the Council. Mrs. Nowell reviewed the following timeline: March 29, 2013-Ms. Kathy Lyon presented statements from the Initiating Committee. CC 061113 Page 3 of 4 April 8, 2013-Petitions were issued to Ms. Lyon. June 7, 2013-Petitions were returned to the City Secretary's Office on the 60th day. Ms. Lyon needed 462 valid signatures to proceed with the Initiative process. She obtained 471 signatures. Mrs. Nowell invalidated 25 signatures due to the signers not being registered voters inside the City of Weatherford. Mrs. Nowell stopped the verification process at that time because only 446 signatures remained and the necessary number needed was 462. After discussion, it was the consensus to bring this item back to the Council in a month, at the first meeting in July.
