2.a: Outside Agency Funding Discussion. Chief Financial Officer Dawn Brooks presented the City's current Policies for General City Funding of Non-Municipal Organizations giving Supplemental Services to Citizens, along with the organizations approved for funding in FY24. Ms. Brooks reviewed that the current policy requires organizations to meet the following criteria: 1) be registered with the IRS as a 501(c)(3); 2) have headquarters or an operating branch located within the City of Weatherford; 3) directly serve the residents of Weatherford; 4) be in operation for at least three consecutive years immediately prior to the grant application period; 5) have no ongoing or outstanding legal action or claims against it for the preceding three years; and 6) demonstrate financial solvency, ensuring they can continue operations even if the funding request is denied. In reviewing the current policy’s use of grant funds, Ms. Brooks explained: 1) funds must be used directly to supplement or offset public services provided by the City of Weatherford; 2) funds must assist in the direct administration of specific programs delivered by the organization; 3) funds must be matched dollar for dollar by the organization; 4) funds cannot be sub-granted to another organization; 5) funds cannot be used for general overhead costs such as rent, utilities, salaries, etc.; and 6) funds must be used [...]
