City Council Retreat regarding the roles and responsibilities of Council and staff; effective communication between Council and staff; functional management and oversight; and measuring progress. Sharon Hayes, City Manager, spoke briefly about the retreat process and introduced Trent Petty of Petty & Associates. Mr. Petty began with discussion regarding roles and responsibilities. He stated that the Council's role is to set policy and the staffs role is to fulfill policy which has been set by Council. Communication was discussed. If Council receives a citizen complaint, those should be forwarded to the City Manager, who will refer them to the appropriate department or departments and ensure timely feedback. Depending on the department, the Council can expect a response from either the City Manager or the Assistant City Manager. In critical situations, especially those that are anticipated to make the news, the Council prefers to receive communication as quickly as possible via text or call. In other situations, the City Manager can communicate with the Council via appropriate method as the situation necessitates. At all times, remain cognizant of the Open Meetings and Public Information Acts. Council discussed the importance of their roles as Council members.
