Approval of Minutes – February 27, 2025. The minutes of the February 27, 2025 meeting were reviewed. Following review and discussion Director Barnett made a motion to approve the minutes as presented. Director Floyd seconded the motion. The motion passed unanimously.
Review of and vote to approve Financial Statements/Reports. Director Carter noted that the Finance Committee met with Ms. Harris earlier and reviewed all the financial statements and reports. Director Floyd requested clarification and background information on recent payments made to Medical City Fort Worth and Quest Care. Mr. Jackson noted that he and Mr. Bacus would follow up at a future meeting. Following review and discussion, Director Carter made a motion to approve the financial statements and reports as presented. Director Barnett seconded the motion. The motion passed unanimously.
Reports from Parker County Hospital District Departments. Administration: Mr. Bacus asked Mr. Jackson to update the Board on some of the bills that have been filed in the current Legislative session. Mr. Jackson summarized several bills that have been introduced which would negatively affect the healthcare industry. Mr. Jackson reviewed a proposed bill which would raise the cap on non-economic damages in healthcare lawsuits along with a bill which would criminalize a healthcare worker’s failure to adhere to an Advanced Directive. Mr. Jackson also noted that a bill has been introduced which would require two-thirds voter approval instead of a majority to approve a Hospital District’s tax rate if it is at or higher than the Voter Approval Tax Rate. Another bill that has been introduced would require any increase in a Hospital District’s tax rate to require voter approval. Mr. Bacus reported that the annual Tobacco settlement paperwork has been filed in a timely manner and an email has been received from the State verifying its receipt.
