These are draft minutes attached to the Oct. 13 agenda; the council had not approved them as of this edition. The Oct. 13 agenda's item 6.a asks the council to approve the minutes of its Sept. 22 meeting, and the draft minutes are attached to the agenda. They record that the council voted 5-0 on item 7.g to authorize the City Manager to execute a Memorandum of Agreement with the U.S. Department of Homeland Security, Immigration and Customs Enforcement, for Weatherford Police Department participation in the Section 287(g) Task Force Model; the draft says Chief of Police Jason Hayes presented the request and explained that a small number of selected officers would receive federal training and limited immigration enforcement authority while performing their normal duties, and that one resident expressed concerns with participation before the vote. The draft also records 5-0 votes to adopt Resolution R2026-20 joining in the formation of the Parker County Public Utility Agency, with Mayor Paschall requesting an update in one year; to approve Whirlix Design, Inc. for the Holland Lake Park playground for a total expenditure of $2,457,711, with construction to begin in late October 2026 and completion anticipated in June 2027; to adopt Resolution R2026-15, the 2026 City Council Policy Manual; to set a fiscal year meeting schedule with two meetings in November 2026, one in December and two in July 2027; to adopt Resolution R2026-19 setting the Oct. 13 impact fee hearing; and to renew fleet maintenance contracts with 2033 Automotive and Black Fox Services at a combined amount not to exceed $175,000. The consent agenda, approved 5-0, included an Axon Enterprise, Inc. TASER 10 agreement not to exceed $303,383, a legal services agreement with Taylor, Olson, Adkins, Sralla & Elam, LLP not to exceed $400,000, Ordinance O2026-35 adopting the FY27 fee schedule, a $308,404 Freightliner trash truck and up to $120,000 for a 2027 Chevrolet Tahoe police vehicle. The meeting ran from 6:02 to 7:08 p.m. These are draft minutes until the council approves them; the Granicus archive as of 5:19 a.m. Oct. 8 still lists the Sept. 22 council and Sept. 24 Municipal Utility Board meetings with an agenda, a packet and a video and no minutes, 16 and 14 days after the meetings.

Where it stands: The Sept. 22 council and Sept. 24 Municipal Utility Board minutes were not posted on Granicus as of Oct. 4; the Sept. 8 council minutes, posted Oct. 2, are the newest.
