The record
Heritage Park Estates: the council holds hearings Tuesday on annexing 48 acres at Causbie and Old Airport roads and zoning them for 68 homes, with gated private streets kept up by a homeowners' association
The staff memo says Westoplex Development Group LLC's tract, known as Heritage Park Estates, is outside the city's extraterritorial jurisdiction but touches the city limits, and the owner is asking to be brought back into the ETJ and annexed "for all municipal purposes" through a development agreement. The city's Utility Service Committee recommended approval. Ordinance O2026-37 would annex the land, which would come in zoned Agriculture; Ordinance O2026-38 would rezone it to Single Family 7.5 with a Planned Unit Development overlay, at the northeast corner of Causbie Road and Old Airport Road.
The annexed part would hold about 68 lots: about 34 of 9,000 to 12,000 square feet and 34 one-acre lots. The whole Heritage Park property is about 145 acres and "is currently being developed as a residential subdivision in Parker County"; about 48 two-acre lots would stay outside the city. The plan calls for "gated private streets, private drainage facilities, and a private trail system" owned by a homeowners' association, at least five specified architectural features on each home, main access from Old Airport Road and Lockwood Lane as gated emergency access only. The land was platted through the county and would have to be replatted through the city. Planning and Zoning voted 6-0 on Oct. 14 to recommend the zoning.

Fueling station at 1802 Old Brock Road returns for a new permit, the same plan the council approved in August 2025 minus one driveway
The conditional use permit, CUP-26-0007, covers a 7.341-acre tract zoned C2 Interstate Commercial; the applicant is Tony Rutigliano. Staff says the original permit was approved by the council on Aug. 26, 2025, and "the building dimensions, site configuration, and number of fuel pumps remain unchanged, with the only modification being the removal of one drive approach on the southeast corner of the property." Recommended conditions bar temporary signs and banners and diesel advertising on billboards, except one price sign, and on trailblazers, and require "No Overnight Parking" signs; the permit would be void if construction has not started within six months. Planning and Zoning recommended approval 6-0 on Oct. 14.

Staff recommends moving the Feb. 23, 2027 meeting to Monday, Feb. 22.

The Oct. 13 minutes, up for approval: every vote 5-0, no action after a 53-minute closed session on 'Project Apex,' and a request for an update on single-family home prices
The draft minutes record the council recessed at 6:45 p.m. for an economic development executive session on Project Apex and reconvened at 7:38 p.m., with "No action was taken." Under future agenda items, Mayor Pro Tem Zack Smith asked that the single-family homes presentation from this year's council retreat come back "with updated numbers and information on price points." No one spoke at the public hearings on the 1726 N. Main annexation and zoning or on the impact fee update, and there were no citizen comments on non-agenda items.
