Why it matters. Catch-up edition: these items were read and sourced Oct. 8-10 and are carried here as of the dates on their source lines.

Planning & Zoning, Oct. 14: a fueling-station permit on 7.341 acres at 1802 Old Brock Road, a 48-acre single-family rezoning at Causbie Road and Old Airport Road, and a Nov. 4 meeting date in place of Nov. 11. Downtown square: a proposed 10-year interlocal agreement would give the city authority to operate and maintain the four corners of the Courthouse Square and the county's York Avenue and West Spring Street parking lots.

The record

1

1726 North Main annexation and commercial rezoning return to the council Oct. 13 after no action Aug. 25; the city's building official inspected the ten structures Sept. 29 and Oct. 1

Items 8.b and 8.c are public hearings on Ordinance O2026-32, a voluntary annexation of a 9.434-acre tract owned by Pat and John's Adventures and Investments Dedicated to St Joseph LLC., and Ordinance O2026-31, a General Plan and Zoning Map Amendment from AG Agriculture to C1 General Commercial on the same tract at 1726 North Main. The annexation memo says the property is in the city's extraterritorial jurisdiction and contiguous to the city limits, that the request was presented to the council Aug. 25, 2026 and the council did not take action, that the Building Official inspected the ten existing structures on Sept. 29 and found a small number of minor code items, and that a follow-up inspection Oct. 1 confirmed all had been corrected. It says Parker County had identified an unpermitted on-site sewage system serving a laundromat on the property, that a county follow-up inspection Sept. 8 confirmed the laundromat had been voluntarily shut down until sewer service could be obtained, and that the county lifted its notice of violation. If annexed, the tract takes AG zoning until the amendment is approved. The zoning memo lists the applicant as Kellan Black, says the property contains an existing business park that the applicant proposes to expand with additional commercial buildings and a restaurant, and says the Planning & Zoning Commission voted 6-0 on Aug. 12 to recommend approval; the applicant also asks to change the Future Land Use Plan designation from Manufacturing & Warehouse and Suburban Living to Community Commercial. The P&Z's Oct. 14 agenda carries a final plat for the same tract as North Weatherford Business Park Addition, one lot on approximately 9.434 acres. Staff recommends approval of both ordinances.

Downtown square: a proposed 10-year interlocal agreement would give the city authority to operate and maintain the four corners of the Courthouse Square and the county's York Avenue and West Spring Street parking lots

Item 8.g asks the council to authorize the City Manager to enter into an Interlocal Agreement with Parker County for the operation, management and maintenance of downtown properties. The staff memo says the city already maintains the stone walls, sidewalks and bollards around the Courthouse Square, plants the median flower beds, maintains the trees and paves and stripes the parking lots, and that the agreement formalizes those responsibilities at all four corners of the square and adds the county parking lots at York Avenue and West Spring Street, which the city does not currently maintain. Under the agreement the city would set parking and pedestrian rules, install signage, and approve license or encroachment agreements for business use; the county retains use of the properties for official county business, including court operations, and county-sponsored special events would go through the city's special event permit process. The city would get a right of first refusal if the county sells the properties. The initial term is ten years with automatic ten-year renewals unless either party gives 180 days notice; the agreement does not transfer ownership. The memo lists the financial impact as N/A.
